Establishment of the National Logistics Legal Framework: Currently, the logistics sector operates in the vacuum of clear policy, legal, regulatory and institutional framework. Efforts to create a policy and legal framework have been painfully slow. Without a proper legal and institutional framework, the sector is feared to continue being inefficient and fragmented.
The policies, regulations and strategic need to focus on national and regional areas that require attention, specifically aimed at; harmonization of trade facilitation initiatives, coordination of planning and investment activities in logistics and transport, digital transformation and automation of procedures, processes, systems, and services.
Together with several industry stakeholders, like Private Sector Foundation Uganda, National Logistics Platform, Federation of East African Freight Forwarders Associations and Ministry of Works & Transport are conducting a Regulatory Impact Assessment for this legal framework.
The framework will address the main issue of concern in the Logistics industry, which is, the underdeveloped system in the management of the processes and related services involved in but not limited to the; packaging, handling, carriage, storage and distribution of goods from their point of sourcing and production to where they are needed.
Ultimately, the framework will lead to; reduction in cost of doing business, reduction in cost of consumer goods as well as improve our balance of payments problem as a Country.
